The International Penal and Penitentiary Commission was formed in 1872 as the International Penal Commission. In 1929 it acquired its present name. In 1926 its Permanent Office was established in Berne, Switzerland. The International Penal and Penitentiary Commission's purpose was to advise governments on the reform of criminals, the prevention of crime, and prison administration.
